Most probably yes.
But that is just my guess.
Your blog has mostly openly available content. Are they not copyrighted?
It does provide some value and we will have to apply and see what Google thinks.
A good site must provide unique and valuable content, that is Google’s thinking.

Yes you can. Add your website to Google Webmaster Tools and see what all violations it has done with regard to Google’s TOS and then rectify it. Reapply after this.
